Abstract

Tourism is a strategic sector in driving regional economic growth and community empowerment. This study aims to analyze the performance of the Culture and Tourism Office of North Padang Lawas Regency in developing regional tourism potential, identifying factors influencing performance, the constraints encountered, and efforts to improve performance. The research employs a descriptive qualitative approach, with data collection techniques including interviews, observation, and documentation. Research informants consist of the Head of the Office, the Head of the Tourism Division, and program implementation staff. Data analysis was conducted thematically based on public sector organizational performance indicators: effectiveness, efficiency, service quality, responsiveness, and accountability. The results indicate that the performance of the Culture and Tourism Office has been carried out in accordance with its duties and functions, though it is not yet optimal. Factors affecting performance include limitations in human resources, budget, program planning, inter-agency coordination, and supporting infrastructure. The primary constraints faced are budget limitations, lack of tourism destination facilities, low community participation, and accessibility to tourist locations. Efforts to enhance performance are being made through human resource training, budget optimization, strengthening coordination, tourism promotion, and community involvement. This study recommends the need for continuous support from the local government and the community to achieve more optimal and sustainable tourism development.
