PEMBERDAYAAN APARATUR DALAM PEMERINTAHA DI KECAMATAN ANGKOLA TIMUR KABUPATEN TAPANULI SELATAN
Abstract
The empowerment of government apparatus is a decisive factor in achieving national development, both currently underway and planned for the future, at both central and regional levels. As the primary tool in managing and implementing all aspects of development, it can be said that planned national development can only be realized if the empowerment of the apparatus is carried out properly. The manifestation of this empowerment is that appointments or promotions to positions should be based on work performance, work discipline, loyalty, dedication, experience, trustworthiness, and other objective requirements as stipulated in Law Number 43 of 1999. This is because those appointed are personnel who truly possess the capability to succeed and carry out the tasks entrusted to them. In the effort to obtain data for this undergraduate thesis, two research methods were utilized: library research and field research, with data collection techniques involving questionnaires and document studies. The sample for this research consisted of all officials holding structural positions at the time the study was conducted. Based on the research results, the findings indicate that the decision-making process carried out by the government in appointments to structural positions still adheres to Law No. 43 of 1999, Article 19. Furthermore, career guidance and development for officials within the Angkola Timur District of South Tapanuli Regency, particularly those in structural positions, have proceeded well. On the other hand, while the empowerment of apparatus in relation to appointments has been carried out as outlined in the Law and other provisions, there is still a perceived lack in the areas of education, training, and workshops for officials holding structural positions.
