Abstract

This study aims to determine the management of public on-street parking in an effort to increase Local Genuine Revenue (PAD) from the parking retribution sector in North Padang Lawas Regency and to identify the obstacles in its management. This research utilizes a qualitative approach with a descriptive research type. The informants in this study consist of the North Padang Lawas Regency Transportation Office, parking attendants, and the general public. Data collection techniques were carried out through interviews, observation, and documentation. 

The results of the study show that the management of on-street parking by the North Padang Lawas Regency Transportation Office is classified as transparent, as information regarding on-street parking can be accessed directly by the public via the website or by visiting the Transportation Office. Accountability in on-street parking management is handled with full responsibility. The responsibility of parking management by the Transportation Office is also commendable, as every parking attendant is provided with attributes to identify those under the office's supervision. Independence in parking management is evidenced by policy-making that remains free from personal interests to ensure no party is disadvantaged. Monitoring activities are conducted, and problematic parking attendants are sanctioned without any discriminatory treatment. Fairness in on-street parking management is maintained by the office by consistently considering the interests of field officers and the public based on the principles of equality and fairness.
