PENGELOLAAN DINAS PERHUBUNGAN PADANG LAWAS UTARA DALAM MENINGKATKAN RETRIBUSI PARKIR DI KOTA GUNUNG TUA
Abstract
This study aims to analyze the management of parking retributions by the North Padang Lawas Regency Transportation Office in increasing parking retribution revenue in Gunung Tua City, identify the inhibiting and supporting factors, and describe the efforts made to increase said revenue. This research utilizes a qualitative method with data collection techniques through interviews, observation, and documentation. The results of the study show that the management of parking retributions has been implemented through management stages: planning, organizing, actuating, and controlling. Planning is carried out by setting targets and determining strategic parking locations; organizing through a clear division of tasks; actuating the collection still uses a manual system with tickets; and controlling is conducted through field monitoring and deposit inspections. However, the implementation is not yet optimal due to human resource limitations, weak supervision, a manual system prone to leakages, low public awareness, and a lack of supporting facilities and infrastructure. The supporting factors include a clear legal basis, an established organizational structure, strategic parking locations, and the commitment of the Transportation Office. Efforts made include the regulation and re-recording of parking data, officer guidance, increased supervision, public socialization, and planning for the improvement of the parking retribution collection system.
