Abstract

The change of village status into an urban village (kelurahan) is part of the regional autonomy policy aimed at improving the effectiveness of governance and the quality of public services. This study aims to analyze the impact of the status change of Pardomuan Village to Pardomuan Urban Village in Angkola Selatan District, as well as to examine the mechanism for establishing such a status change. The research method used is descriptive qualitative, with data collection techniques including interviews, observation, and documentation. The research informants consist of the head of the urban village (lurah), urban village officials, and the community of Pardomuan Urban Village. The results of the study show that the change from village status to urban village status has a positive impact on improving the quality of public administrative services, the work efficiency of the apparatus, and increasing the human resource capacity of government officials. Furthermore, the status change also encourages the improvement of public service facilities and infrastructure. However, constraints were still found in the form of suboptimal community awareness regarding the completion of population and land administration. The mechanism for changing village status to urban village status has been carried out in accordance with the provisions of laws and regulations through village deliberations, local government verification, and the enactment of regional regulations. This study concludes that the change of village status to urban village status contributes positively to the improvement of public service quality, although it still requires strengthened socialization and assistance to the community.
