This study aims to determine the implementation of PATEN in Padangsidimpuan Batunadua District and the obstacles encountered in its implementation. This study uses a qualitative approach with data collection techniques in the form of interviews, observation, and documentation. Informants in this study consisted of the subdistrict head, the subdistrict secretary, two PATEN service staff, and two community service users. The analysis was conducted using George C. Edwards III's implementation theory which includes variables of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of PATEN has been running functionally through a picket system and internal coordination, but has not been optimal due to obstacles in conveying information to the community, limited facilities and infrastructure, and the lack of a permanent implementation team. The latest version of the service flow has also not been implemented due to a lack of socialization. On the other hand, the disposition of the implementers shows a high commitment reflected in fast and friendly service, and is reinforced by the Public Satisfaction Index (IKM) value of 83.341 (Good category). To improve HR, the Vocational Training Center (BLK) is present as a vocational training institution to improve the skills and competencies of the workforce, especially for graduates who want to enter the industrial world or entrepreneurship. The purpose of this study is to determine the role of human resources (HR) in improving the quality of graduates and to identify the inhibiting and supporting factors of HR at the BLK in South Tapanuli Regency. This study uses a qualitative method with a case study. The informants for this study were all employees at the Vocational Training Center (BLK) and graduates at the UPTD of South Tapanuli Regency. Data collection techniques include in-depth interviews, observation, and document analysis. Data analysis techniques include data reduction, data presentation, and drawing conclusions. This study aims to determine the role of the Population and Civil Registration Office of South Tapanuli Regency in making E-KTP. This study uses a qualitative descriptive method. Informants in this study were employees at the Population and Civil Registration Office of South Tapanuli Regency and the community who are currently issuing E-KTP. Data collection was carried out using observation, interview, and documentation techniques. The making of E-KTP at the Population and Civil Registration Office of South Tapanuli Regency is generally in accordance with applicable procedures. The obstacles faced include an unstable server. This study aims to determine the role of the Head of Service in improving services at the Population and Civil Registration Office of South Tapanuli Regency. The method used in this study is a qualitative descriptive method. Informants in this study were the Head of Service, Head of Division and the community who were issuing population documents. Data collection was carried out using observation, interview and documentation techniques. The results of the research showed that services in making population documents were generally in accordance with applicable procedures and the role of the head of service was running optimally with monthly evaluations so that it could improve services at the Population and Civil Registration Office of South Tapanuli Regency. The obstacles faced included an unstable server and an unstable and disrupted central error condition so that the public was less patient in waiting for the creation of population documents. This study uses a descriptive quantitative approach. Data collection techniques were carried out by distributing questionnaires to 32 respondents consisting of instructors, management staff, and training participants. Sampling was carried out using the proportional stratified random sampling method, and data were analyzed using percentage techniques based on the tabulation of respondents' answers. The results showed that human resources at the UPTD BLK South Tapanuli Regency were assessed as very good, with 46.48% of respondents stating "strongly agree" and 50.00% stating "agree" to the HR competency indicators. Meanwhile, the quality of the training program also received a positive assessment, with 42.96% of respondents stating "strongly agree" and 53.90% "agree" to the training quality indicators. The background of this study is based on the importance of fast, precise, and accurate population administration services as a form of quality public service. This study uses a qualitative approach with descriptive methods. Data were collected through in-depth interviews, observations, and documentation studies. Informants consisted of sub-district office employees and the community as service users. Public policy implementation theory was used as the basis for analysis in identifying supporting and inhibiting factors in the implementation process. The results of the study indicate that the implementation of population administration service policies in Arse District has improved in terms of service speed, ease of procedures, and information transparency. This study aims to determine how the sub-district head's role in improving the quality of service at the Arse Sub-district Office, South Tapanuli Regency. The researcher used a descriptive research method with a qualitative approach. Data collection techniques were carried out using interview, observation, and documentation techniques. The data sources in this study were the Arse sub-district head, Arse sub-district office employees, and the Arse sub-district community. Based on the results of the study, it shows that the role of the Arse sub-district head in improving the quality of service at the Arse sub-district office is very important. The sub-district head acts as a leader and director (leadership), the sub-district head is also responsible for managing all resources (human, facilities, and budget) to support service improvement, the sub-district head also provides training or development to improve employee competency, in addition, the sub-district head as a leader also motivates his employees by giving awards or incentives every year. And the sub-district head also plays a role as a supervisor and evaluates all employee performance towards service quality. The Head of the Padangsidimpuan City Fire and Rescue Department has the functional authority to supervise employees under his leadership. The role of the Fire Chief in improving employee performance at the Fire Department is highly expected so that employees are directed and professional, making it easier to achieve a goal that is to be achieved together. The lack of initiative in carrying out their duties and functions and the lack of employee discipline are still evident in this agency, where there are still employees who are not on time to come to the office, employees tend to neglect work when the Fire Chief is not there. In this case, as the Fire Chief, he must be able to encourage employee performance by providing encouragement, directing, and motivating employees to work together in realizing the vision, mission, and values โ€‹โ€‹of the Fire Department organization. This study aims to determine the role of the Head of the Padangsidimpuan City Fire Department in improving employee performance both in decision making and in utilizing information sources. This is due to several factors that hinder the less than optimal performance of correctional officers such as motivation, where officers think they never get awards even though they have worked well, such as praise from fellow colleagues or leaders. This study aims to determine the Capability of Officers at the Padangsidimpuan Class IIB Correctional Institution. The type of research used is qualitative which aims to provide a general overview of the field picture objectively with a phenomenological type. Data collection techniques used are observation and interviews with a number of informants. Data analysis uses an interactive analysis model. The results of the study indicate that the Capability of Officers at the Padangsidimpuan Class IIB Correctional Institution is good and has been in accordance with its objectives, this can be seen from the indicators (1) Knowledge (2) Skills and (3) Attitude. In North Padang Lawas Regency, MSME actors operate across various sectors, yet they still face challenges such as low market interest in local products and a decline in the number of MSMEs following the Covid-19 pandemic. In this context, the Industry and Trade Office of North Padang Lawas Regency plays a crucial role in providing guidance and development for MSMEs. This study aims to analyze the MSME development strategies implemented by the North Padang Lawas Regency Industry and Trade Office and identify the challenges encountered during implementation. The research method used is qualitative with a descriptive approach, utilizing data collection techniques such as interviews, observation, and documentation. The results indicate that MSME development strategies are carried out through facilitation in production and processing, marketing, human resources, and design and technology. However, budget constraints remain the primary challenge, leading the implementation of these strategies to focus more on non-material facilitation, such as guidance, counseling, and mentoring. This study aims to analyze the performance of the Culture and Tourism Office of North Padang Lawas Regency in developing regional tourism potential, identifying factors influencing performance, the constraints encountered, and efforts to improve performance. The research employs a descriptive qualitative approach, with data collection techniques including interviews, observation, and documentation. Research informants consist of the Head of the Office, the Head of the Tourism Division, and program implementation staff. Data analysis was conducted thematically based on public sector organizational performance indicators: effectiveness, efficiency, service quality, responsiveness, and accountability. The results indicate that the performance of the Culture and Tourism Office has been carried out in accordance with its duties and functions, though it is not yet optimal. Factors affecting performance include limitations in human resources, budget, program planning, inter-agency coordination, and supporting infrastructure. The primary constraints faced are budget limitations, lack of tourism destination facilities, low community participation, and accessibility to tourist locations. Efforts to enhance performance are being made through human resource training, budget optimization, strengthening coordination, tourism promotion, and community involvement. This indicates the crucial role archives play in the information submission process for leaders to make decisions and implement policies. Therefore, to provide complete, fast, and accurate information, there must be sound systems and procedures in the field of records management. Based on this, the objective of this research is to determine the implementation of archival administration, the obstacles encountered, and the efforts made to address those obstacles at the Communication and Informatics Office of North Padang Lawas Regency. This research utilizes a descriptive qualitative approach, interpreting the results obtained from informants in the field through the researcher's lens. To obtain data, the sources used in this study include observations, interviews, and literature reviews. Meanwhile, the data analysis technique employed is qualitative analysis consisting of three main components: data reduction, data display, and conclusion drawing or verification. The research results show that the implementation of archival administration at the Communication and Informatics Office of North Padang Lawas Regency consists of: receiving, recording, storage, maintenance, reduction, disposal, archival facilities, retrieval, and determination of archival locations. Factors hindering administrative implementation include: a) limited infrastructure and facilities, b) lack of depth in employee knowledge regarding records management, particularly modern archiving, and c) the absence of recruited specialized archival staff. The research type used is descriptive qualitative. The informants in this study are individuals who possess an understanding of or are directly involved in the research problem. This study utilizes descriptive qualitative techniques. The Communication and Informatics Office (Diskominfo) of North Padang Lawas Regency is responsible for providing fast, accurate, and easily accessible information to the public. This study aims to evaluate the level of public satisfaction with the quality of information services and identify the influencing factors, such as service speed, information quality, ease of access, and staff attitude.</em></p> <p><em>The research employs a descriptive quantitative method targeting the community of Diskominfo service users. A sample of 40 respondents was selected using purposive sampling. Data were collected through a 1โ€“5 Likert scale questionnaire and analyzed descriptively. The results indicate that the overall public satisfaction level falls into the "Satisfied" category with an average score of 3.60. Analysis per indicator shows that staff friendliness achieved the highest score (4.0), while service speed and service alignment with public needs received relatively lower scores (3.73).Factors influencing public satisfaction include the quality of staff interaction, ease of access to information, information accuracy, service speed, and service alignment with community needs. As the primary tool in managing and implementing all aspects of development, it can be said that planned national development can only be realized if the empowerment of the apparatus is carried out properly. The manifestation of this empowerment is that appointments or promotions to positions should be based on work performance, work discipline, loyalty, dedication, experience, trustworthiness, and other objective requirements as stipulated in Law Number 43 of 1999. This is because those appointed are personnel who truly possess the capability to succeed and carry out the tasks entrusted to them. In the effort to obtain data for this undergraduate thesis, two research methods were utilized: library research and field research, with data collection techniques involving questionnaires and document studies. The sample for this research consisted of all officials holding structural positions at the time the study was conducted. Based on the research results, the findings indicate that the decision-making process carried out by the government in appointments to structural positions still adheres to Law No. 43 of 1999, Article 19. Furthermore, career guidance and development for officials within the Angkola Timur District of South Tapanuli Regency, particularly those in structural positions, have proceeded well. This research utilizes a qualitative approach with a descriptive research type. The informants in this study consist of the North Padang Lawas Regency Transportation Office, parking attendants, and the general public. Data collection techniques were carried out through interviews, observation, and documentation.&nbsp;</em></p> <p><em>The results of the study show that the management of on-street parking by the North Padang Lawas Regency Transportation Office is classified as transparent, as information regarding on-street parking can be accessed directly by the public via the website or by visiting the Transportation Office. Accountability in on-street parking management is handled with full responsibility. The responsibility of parking management by the Transportation Office is also commendable, as every parking attendant is provided with attributes to identify those under the office's supervision. Independence in parking management is evidenced by policy-making that remains free from personal interests to ensure no party is disadvantaged. Monitoring activities are conducted, and problematic parking attendants are sanctioned without any discriminatory treatment.
